Payments under the ‘Winter Support’ Program: Who and When Will Receive the Winter Thousand

The government continues to implement payments in stages as part of the social program ‘Winter Support’. Over the next two stages, more than 2.2 million Ukrainians will receive financial assistance, with the total amount of payments reaching up to 3 billion hryvnias.

Payment Stages and Amount of Assistance

In the third wave of payments, about 1.3 million citizens of Ukraine will receive 1,000 hryvnias each. The fourth wave involves providing assistance to nearly 866,000 additional individuals. For these two stages, the government plans to allocate up to 3 billion hryvnias to support the population during the winter period.

According to the Ministry of Social Policy, within the second wave of payments, 2.5 million Ukrainians have already received assistance totaling over 3 billion hryvnias.

Schedule for Payments and Features of Receiving Assistance

Starting December 3, funding for the ‘winter thousand’ began for those who applied through the Diia app on November 18 and 19. In the coming days, funds will also start to be disbursed to applicants who registered between November 20 and 22.

Ukrainians who submitted applications through Ukrposhta branches will be able to receive payments starting December 6. Recipients will be notified of the funds being credited via SMS.

‘The application period for the 1,000 hryvnias payment continues until December 24, 2025.’

Assistance is designated only for citizens who are on the territory of Ukraine. Payments are not made to individuals who are abroad or in temporarily occupied territories.

How to Apply for ‘Winter Support’

  • Online through the Diia app: you need to go to the Services section, select ‘Winter Support’, then ‘Winter 1,000 hryvnias’, fill in the data, and choose the ‘National Cashback’ card. After confirmation, the application is automatically processed.
  • Through Ukrposhta branches: citizens who receive their pension to a bank account and do not have access to the Diia app, as well as those without an RNOCPP, can submit a written application at any of the more than 26,000 Ukrposhta branches. Guardians of incapacitated individuals can also submit an application on-site by providing the necessary documents.

For those who cannot visit a branch in person, there is an option to apply by calling the Ukrposhta hotline at 0 800 300 545. Residents of frontline areas can use mobile branches to submit their applications.
