In 2025, combatants (UBD) in Ukraine are entitled to a range of state payments and benefits. Among the main guarantees for defenders are compensation upon discharge from service, assistance in case of loss of working capacity, pension supplements, and annual holiday payments.

Main Payments for UBD in November 2025
Upon discharge from service, mobilized combatants receive a monetary compensation according to Cabinet of Ministers Resolution No. 460. The amount of this compensation is 4% of the monthly monetary provision for each full month of service, but not less than 25% of the monthly salary. For contract servicemen, the amount of the payment depends on their military rank:
- rank and file – 8 living wages;
- sergeants and senior ranks – 9 living wages;
- officers – 10 living wages.
In the event of disability incurred during service, the state pays temporary disability assistance. The amount of such payment depends on the disability group:
- Group I – 400 living wages (for working-age individuals);
- Group II – 300 living wages;
- Group III – 250 living wages.
In 2025, the established living wage is 3028 UAH. Thus, the maximum compensation can reach 1,211,200 UAH.
Allowances and Annual Payments for Combatants
In addition to the main payments, UBD can apply for an early pension. An additional allowance of 25% of the living wage is added to the pension, along with targeted housing assistance of 40 UAH, as well as address assistance if the total pension amount does not exceed 5528 UAH.
Every year, on Independence Day, combatants and other categories receive one-time payments:
- UBD and injured participants of the Revolution of Dignity – 1,000 UAH;
- persons with special merits before Ukraine – 3,100 UAH;
- veterans with war-related disabilities – from 2,700 to 3,100 UAH.
“In addition to monetary payments, combatants also have the right to free medical care and medications, discounts on utility payments, transport benefits, and priority employment after service completion”.
Thus, defenders of Ukraine in November 2025 can expect a wide range of social guarantees and financial support, encompassing both material payments and various benefits.
