The number of officially employed Ukrainians significantly decreased in the first seven months of 2025, according to new statistical data. According to the Pension Fund of Ukraine, from January to July this year, there were 9.857 million insured individuals registered in the State Register of Mandatory State Social Insurance, which is 860 thousand less than in the same period last year, when the number was 10.717 million.

At the same time, the number of hired workers remained virtually unchanged — in 2025 it was 9.782 million individuals, while last year this figure reached 9.817 million. This indicates relative stability in this segment of the labor market.
The number of hires from January to July 2025 was almost equal to the number of employees who left — 1.565 million and 1.601 million, respectively.
“This can be considered a positive trend, as in January to July last year, the number of employees who left exceeded the number of hires by 106 thousand individuals,” the report states.
Consideration of Informal Employment
Experts emphasize that the data provided does not cover all working citizens, as part of the employed population is not included in the official statistics. According to estimates from the State Statistics Service, in 2021, there were 15.6 million employed individuals in Ukraine aged 15 to 70. However, more current information regarding this indicator is currently unavailable.
