In May 2026, the National Health Service of Ukraine (NHSU) ensured stable funding for public healthcare, directing over 16.1 billion UAH for the payment of medical services and reimbursement of medication costs under the “Affordable Medicines” program.

Funding Structure and Main Areas of Expenditure

A significant portion of the allocated funds was directed to all levels of medical care: from emergency calls to specialized inpatient treatment. The largest funding was allocated to specialized medical care — over 11.7 billion UAH. The detailed distribution of funds is as follows:

  • 1.2 billion UAH — for emergency medical care,
  • 2.3 billion UAH — for primary healthcare,
  • 11.7 billion UAH — for specialized treatment,
  • 884 million UAH — compensation to pharmacy networks under the “Affordable Medicines” program.

Funding Distribution for Hospitals and Support for Regions

Payments for specialized medicine were made under several models: 5.3 billion UAH were paid based on global rates, 5.9 billion UAH — for treated cases. An additional 257 million UAH was allocated to support medical institutions in areas of active hostilities, and another 171 million UAH — to ensure the readiness of hospitals in high-risk zones.

Support for frontline regions remains one of the key areas of work. In May 2026, funding was distributed as follows:

  • Odesa region — 53 million UAH,
  • Kharkiv region — 49 million UAH,
  • Kherson region — 43 million UAH,
  • Sumy region — 35 million UAH,
  • Zaporizhzhia region — 32 million UAH,
  • Mykolaiv region — 15 million UAH,
  • Dnipropetrovsk and Donetsk regions — 9 million UAH each,
  • Chernihiv region — 7 million UAH.

These payments are aimed at preserving human resources and ensuring basic medical services under challenging conditions.

“Affordable Medicines” Program and Focus on Cardiovascular Diseases

The reimbursement program “Affordable Medicines” remains an important element of social policy. In May, the state reimbursed nearly 884 million UAH for the cost of medications for pharmacies.

“The NHSU emphasizes that regular payments allow for the continuity of medical services and ensure the stable operation of hospitals across the country.”

In 2026, the state is redirecting the healthcare system to combat cardiovascular diseases. The focus of the medical guarantee program has shifted from prevention to modern cardiac surgical interventions and rehabilitation.
