What Salaries Do Emergency and Primary Care Doctors Receive in 2026

In 2026, the government significantly increased funding for the Medical Guarantees Program, resulting in a noticeable rise in the salaries of healthcare workers. According to the National Health Service of Ukraine, the largest income growth is observed among emergency and primary care staff.

Funding for Emergency Medical Care

The state budget for emergency medical care in 2026 grew by over 2 billion UAH, reaching 13.1 billion UAH. The basic capitation rate was raised to 375 UAH. Additionally, the government introduced increased coefficients for doctors working in challenging conditions: 1.7 for rural areas, 1.2 for mountainous regions, and also provided additional payments for medical personnel operating in active combat zones.

Thanks to these changes, the average salary of “ambulance” doctors across Ukraine rose from 31.2 thousand UAH at the beginning of the year to 42 thousand UAH in March. At the same time, the incomes of paramedics significantly increased – for example, in the Kherson region, the average salary of a paramedic in March was 45 thousand UAH.

Salaries in Primary Medical Care

In 2026, funding for the primary healthcare sector (clinics and centers) increased by over 5.2 billion UAH compared to the previous year, reaching 29.5 billion UAH. The rate for one declared patient now stands at 1,007.3 UAH. The average salary of family doctors, who have over 70% of the optimal number of declarations, exceeded 30.4 thousand UAH in March.

The Ministry of Health published the leading regions by the level of average salaries for doctors as of March 2026. In emergency medical care, the highest incomes were recorded in the Kherson region (63.9 thousand UAH), Kyiv (46.5 thousand UAH), and Donetsk region (45.9 thousand UAH). In the field of primary medical care, the leaders are Zakarpattia region (37.7 thousand UAH), Kyiv (36.9 thousand UAH), and Kirovohrad region (35.3 thousand UAH).

The agency notes that the global goal of the state is to ensure that primary care doctors receive an income of no less than 35 thousand UAH, and for this, the Medical Guarantees Program provides the corresponding financial resources.

In addition, the Ministry of Health recently expanded the “Affordable Medicines” program, adding 37 new items to it.
