New Rules for Automatic Extension of Mobilization Deferral in Ukraine

In Ukraine, general mobilization continues and martial law is in effect, currently set to last until May 4, 2026. However, some conscripts have already received an automatic extension of their mobilization deferral until August 1, even though no official decree regarding the extension of general mobilization has been published yet. Features of Deferral Registration in 2026

The mobilization deferral is granted for the duration of the relevant presidential decree, which usually lasts for three months. After this period, it can be extended for the same duration. Currently, existing deferrals are generally valid until May 4, 2026.

This time, an unusual situation has arisen: despite the absence of a decree on the extension of mobilization, certain categories of conscripts have received an automatic extension of their deferral until August 1. According to Cabinet Resolution No. 560, the extension of the deferral should only occur after the mobilization period has been extended.

Who Benefits from Automatic Deferral Extension

According to experts and the CNAP, the automatic extension of the deferral currently applies to the following categories of citizens:

  • Persons with disabilities of all groups;
  • Parents of a child with a disability under 18 years old or an adult child of group I or II;
  • Parents of three or more children (under 18 years old) in one marriage;
  • Students and graduate students in full-time or dual forms of education;
  • Persons who have a spouse with a disability of group I, II, or III;
  • Those who care for relatives with disabilities of group I and II, as well as relatives of the 2nd and 3rd degree of kinship;
  • Education sector workers;
  • Women and men of servicemen who have a child;
  • Relatives of those killed or missing during combat operations, including relatives of Heroes of Ukraine;
  • Those released from captivity and persons deprived of liberty;
  • Parents raising a seriously ill child without disability status;
  • Guardians of individuals recognized as legally incompetent;
  • School teachers, if they are working.

To find out if the deferral has been automatically extended, you need to generate a complete extract in the Reserve+ application. If it indicates the deferral is valid until August 1, this means that the automatic extension has already occurred. The process of updating the status occurs in stages, so not all citizens see changes in their data immediately.

If the automatic extension did not occur, experts recommend submitting a new package of documents to the CNAP, as with the initial registration of the deferral, or using the functions of the Reserve+ application if technical capabilities allow. It is advisable to do this a few days before May 4 to avoid the risk of losing the right to a deferral.

According to Cabinet Resolution No. 560, if previously submitted documents and information in the register confirm the grounds for the deferral, it should be automatically extended. However, in practice, algorithms may differ, and automatic extensions do not always occur in all cases.
