New Employment Rules for People with Disabilities and State Support Mechanisms in Ukraine

A renewed system of support for the employment of persons with disabilities has been implemented in Ukraine. The Cabinet of Ministers has approved two separate procedures that establish clear conditions for monitoring employers’ compliance with social standards and define mechanisms for obtaining state benefits.

Control System for Employers

One of the new regulations defines the procedure for checking enterprises regarding compliance with the established quota of jobs for persons with disabilities. The introduced mechanism aims to eliminate ambiguities in the interpretation of the law, establish uniform rules for all employers, and unify and predict the inspection procedures. This is expected to enhance the effectiveness of state supervision over compliance with social standards.

A transitional period is provided for businesses: control over the new rules will only be conducted for periods after July 1, 2026. This will allow companies to adapt to the new conditions and prepare the necessary documentation.

Procedure for Obtaining Tax Benefits

The second approved procedure concerns employers who create jobs for people with disabilities and apply for state support. This document details the procedure for evaluating enterprises, defines compliance criteria, and outlines the algorithm for issuing a conclusion confirming the fulfillment of all necessary conditions.

The right to benefits and special status will be granted primarily to:

  • protected employment enterprises;
  • organizations that promote the labor integration of people with disabilities;
  • employers engaged in specialized non-commercial activities.

The presence of the appropriate conclusion will be the key basis for access to state benefits and the special status of the employer.

Expected Changes in the Labor Market

The government predicts that the adopted decisions will expand employment opportunities for people with disabilities, increase the number of inclusive jobs, and make the support system more targeted. In addition, transparency in the provision of tax benefits and the formation of a barrier-free labor market in Ukraine is expected.

The opening of pharmacies, banks, and supermarkets remains a daily necessity, highlighting the importance of supporting workers in crisis conditions.
