Ministry of Energy Initiates IAEA Board of Governors Meeting Due to Russia’s Attacks on the Energy System

The Ministry of Energy of Ukraine has initiated an urgent convening of the IAEA Board of Governors in response to new massive attacks by Russia, which have caused serious damage to the country’s energy infrastructure.

Power Supply Restrictions in 13 Regions and Kyiv

As a result of destructive strikes on the energy system on November 10, power outage schedules and restrictions for businesses have been implemented in 13 regions of Ukraine and the city of Kyiv. The most challenging situation persists in the Poltava and Kharkiv regions due to significant damage to high-voltage power lines, making it impossible to transmit the necessary volumes of electricity to consumers.

In addition to Poltava and Kharkiv, temporary power outages are being applied in Dnipropetrovsk, Zaporizhzhia, Kirovohrad, Kherson, Mykolaiv, Chernihiv, Vinnytsia, Cherkasy, Khmelnytskyi, Zhytomyr, Kyiv regions, and in the capital.

Reduction in Nuclear Power Plant Production and New Threats

Due to attacks by the Russian Federation, the Rivne and Khmelnytskyi nuclear power plants have been forced to temporarily reduce their electricity production capacity. This has occurred due to damage to key high-voltage lines connecting the plants to the country’s energy system. According to Deputy Minister of Energy Mykola Kolisnyk, such actions are necessary to prevent accidents and cascading outages.

The Ministry of Energy emphasized that the latest attack by Russia was one of the most complex: 45 missiles of various types were launched last night, over 30 of which were ballistic and cluster munitions. According to the relevant agency, the enemy is deliberately targeting critical elements of the technological scheme of the energy system using intelligence data.

“Last night, the enemy used 45 missiles of various types, over 30 of which were ballistic and cluster munitions. This attack was one of the most technologically complex. Russia is using intelligence data to strike precisely at the key elements of the technological scheme of the energy system.”

In light of the threat to the stability of the energy system and the safety of nuclear facilities, Ukraine has appealed to the IAEA with a demand to urgently convene the Board of Governors. The aim of this step is to develop effective mechanisms to prevent further attacks on critical infrastructure and to strengthen international pressure on Russia regarding nuclear and radiation safety.
