The Ministry of Economy of Ukraine plans to launch a new mechanism in the coming days that will allow exporters of soybeans and rapeseed seeds to avoid paying a 10% tariff. This was announced by Deputy Minister of Economy Denys Bashlyk during the Forbes Agro conference.

Launch of the Mechanism through the State Agrarian Register
According to Denys Bashlyk, the software for confirming the status of the exporter-producer is almost ready — 90% of the work has been completed. It is expected that the government will adopt the necessary decision in the coming days, and the mechanism will start operating by the end of this week. The procedure is anticipated to be as efficient as possible due to the use of the State Agrarian Register platform.
“The mechanism for confirming the status of the exporter-producer, which will allow avoiding the 10% tariff on soybean and rapeseed seed exports, will be operational by the end of the week. According to him, the software is 90% ready, and the government will make the corresponding decision in the coming days.”
Additionally, the Ministry of Economy is preparing changes to the regulatory framework that will enable producers to receive compensation for tariffs already paid. This is expected to provide significant support for farmers affected by the new regulations.
Ministry’s Position and Farmers’ Reaction
Despite the launch of the new mechanism for confirming exporter status, the ministry does not plan to abolish the existing 10% tariff. The agency emphasizes that these funds will go to a special fund aimed at supporting the industry. In contrast, representatives of the agricultural sector criticized the introduction of the tariff during the conference. They believe that such a measure will lead to a reduction in the area under rapeseed and soybean cultivation, as well as negatively impact crop rotation and production structure.
