Massive Pension Scandal: Dismissed Prosecutors Received New Positions with High Pensions

Recent events surrounding the dismissal of regional prosecutors have revealed serious violations in the pension system. It has come to light that these officials and their subordinates in the courts significantly increased their pensions, and despite their dismissals, they obtained new positions in the prosecutor’s offices, with their pension amounts in 2024, according to declarations, only having risen.

New Positions and Increasing Pensions

The most striking case is that of Oleksandr Filchakov, who led the Kharkiv Regional Prosecutor’s Office before his dismissal. After being dismissed, he became the deputy head of the third department of procedural guidance in the same prosecutor’s office. In 2024, his pension amounted to 1,052,352 hryvnias, which is 87,696 hryvnias per month, while in 2023, it was only 68,500 hryvnias per month. His salary for the previous year was 156,600 hryvnias.

Andriy Mykolaychuk, the former head of the Ternopil Regional Prosecutor’s Office, became a regular prosecutor; however, his average salary in 2023 was 153,400 hryvnias per month, while his pension was 32,200 hryvnias. Andriy Hlumakov, the former head of the Specialized Prosecutor’s Office for Defense in the Southern Region, also received a new position as a department prosecutor, where his average salary was 149,700 hryvnias, and his pension was 119,400 hryvnias per month.

Situation with Other Prosecutors

Kateryna Shevtsova, who previously headed the Cherkasy Regional Prosecutor’s Office, was demoted to department prosecutor. Her average salary last year was 110,500 hryvnias, while her pension was 65,400 hryvnias. The head of the Rivne Prosecutor’s Office, Andriy Rudnytskyi, was also demoted to deputy head of the department, where he received a salary of 155,300 hryvnias and a pension of 35,300 hryvnias.

Sergiy Spilnyk, the former head of the Zaporizhzhia Regional Prosecutor’s Office, now holds the position of department head, where his average pension last year was 67,800 hryvnias, and his salary was 146,800 hryvnias per month.

“These cases indicate serious violations in the pension system and require thorough investigation,” experts noted.
