Constant threat to the civilian population
The Russian Federation regularly employs various types of weaponry — strike drones, missiles, guided aerial bombs, and multiple launch rocket systems — to attack Ukrainian cities and civilian infrastructure across the country. Such actions lead to casualties among the civilian population, destruction of vital facilities, and create humanitarian problems in the regions that have been shelled.
Signs of genocidal actions and international legal assessment
Ukrainian authorities and international organizations classify these attacks as war crimes committed by the Russian Federation. They emphasize that the strikes are targeted and aimed at depriving the population of critical resources — electricity, heat, water, communication, and medical assistance, which is one of the signs of genocidal actions under international law.
“Unfortunately, as a result of the strike on one of the enterprises, a civilian man was killed. He sustained injuries incompatible with life. His identity is currently being established,” he reported.
Among the signs of genocide defined by the UN Convention on the Prevention and Punishment of the Crime of Genocide are the deliberate creation of intolerable conditions for the existence of a group of people, mass killings, persecution based on nationality, and the forcible deportation of children for the purpose of changing their identity. To date, the Convention has been ratified by 149 states, and they are obligated to prevent and punish such crimes in both wartime and peacetime.
Despite numerous evidence and testimonies, the leadership of Russia continues to deny targeted strikes on Ukraine’s civilian infrastructure and claims that their actions are not directed against the civilian population.
