Lviv Recognized as the Most Comfortable City in Ukraine for Quality of Life in 2025

In the first half of 2025, Lviv ranked first among Ukrainian cities for comfort and quality of life. According to the updated ranking from the international platform Numbeo, Lviv placed 88th among 108 European cities, scoring 136.6 points.

City Evaluation: Criteria and Results

Numbeo experts considered a number of important criteria: safety level, healthcare quality, environmental situation, urban infrastructure development, income-to-expense ratio, cost of living, and public transport convenience. All these aspects allowed for the formation of an objective ranking of cities based on quality of life.

Top Five Among Ukrainian Cities

Kharkiv ranked second in the comfort rating of Ukrainian cities, scoring 117.9 points and placing 100th in the overall European list, despite the constant threat of shelling. Following Kharkiv were Kyiv — 101st place (114.2 points), Odesa — 103rd place (113.8 points), and Dnipro — 107th place (100.2 points).

In the global ranking, the highest positions among cities worldwide are held by cities in the Netherlands and Switzerland. Specifically, The Hague topped the list with a score of 235.1 points, followed by Groningen (229.1), Eindhoven (226.6), and Utrecht (225.7). The top ten also includes Luxembourg, Zurich, Basel, Bern, Munich, and Copenhagen.
