Lubinets called on the authorities to respond promptly to violations in the TCC

The Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, stated that there is an increase in cases where territorial recruitment and social support centers (TCC) become places of deprivation of liberty for citizens. He made this statement at a meeting of the Advisory Council, commenting on the results of monitoring the premises of the TCC.

Lubinets emphasized that government authorities often ignore human rights violations in the TCC, responding only after the information gains widespread attention in society. In particular, he cited the example of the Bilocherkivskyi TCC, where his official recommendations went unanswered for two months.

“Unfortunately, the authorities react to human rights violations only when there is public resonance. A vivid example is the visit to the Bilocherkivskyi TCC and SP. My official recommendations were ignored for two months,” said Lubinets.

According to the ombudsman, Russia actively uses such incidents in its own information campaign. That is why the Ombudsman’s Office initially refrained from disclosing information about the situation in the TCC. However, two months after the monitoring, one of the men who was in the center published a video that caused public resonance.

After this, a follow-up monitoring visit was conducted, during which it became clear that none of the previously made recommendations had been implemented. Only after the situation became public did the authorities send repair teams to carry out comprehensive repairs in the premises.

Monitoring Across the Country and Government Response

A similar situation, according to Lubinets, was observed in the Uzhhorod District TCC. There, violations were also made public, as the police refused to register the relevant information in the Unified State Register of Court Decisions on-site.

Lubinets stressed that government authorities must respond to official documents promptly, rather than waiting for public resonance. He also reported that this year the Ombudsman’s Office plans to expand monitoring of TCC activities throughout the country.

In January 2026, the Kyiv Regional TCC commented on the situation regarding the conditions of military conscripts in the Bilocherkivskyi center. At that time, it was reported that the premises featured in the video legally do not belong to the district TCC but are provided as a shelter and are being prepared for repairs.

It should be noted that after the start of the full-scale invasion of the Russian Federation into Ukraine on February 24, martial law and general mobilization were introduced. Since then, the Verkhovna Rada has regularly extended the duration of martial law and mobilization every three months.

There have been repeated reports in the information space about conflicts between TCC employees and civilian citizens, and negative news spreads quickly through social networks. Government and military representatives note that a significant portion of these reports is the result of information-psychological operations by the Russian Federation. In addition, information about corruption in territorial recruitment centers regularly emerges.
