According to the Institute of Agricultural Economics, by the beginning of 2025, the direct losses of Ukraine’s agricultural sector due to the full-scale military invasion by the Russian Federation reached $11.2 billion.

Structure of Agricultural Sector Losses
The majority of the losses, specifically $6.5 billion (58%), are attributed to the destruction and damage of agricultural machinery. An additional $1.9 billion (17%) has been lost due to the destruction and incapacitation of grain storage facilities. As a result of thefts and the loss of means of production and finished products, farmers have also incurred losses amounting to $1.9 billion (17%). Additional losses related to other factors are estimated at $0.9 billion (8%).

Measures for the Recovery of Agricultural Production
Experts believe that one of the key areas for the post-war recovery of the agricultural sector is the creation of a favorable investment climate to attract funds for the development of the industry, as well as the restoration of domestic agricultural machinery production. Among the proposed measures are the organization of joint ventures for the production of innovative, high-performance, and environmentally friendly machinery, as well as the restoration of state support programs for Ukrainian agricultural engineering.
Additionally, the government has increased funding for the program to compensate for the cost of domestic industrial machinery and equipment, allocating an additional 200 million hryvnias. In total, 93.3 million hryvnias have been allocated for this program in 2025. Buyers of Ukrainian agricultural machinery can expect a state compensation of 25% of the cost of the machinery.
