Kyiv Plans to Renovate Metrogard: Parking and Shelter Instead of Shopping Center

In Kyiv, a large-scale transformation of the underground shopping center “Metrogard” is being discussed. According to Konstantin Usov, Deputy Head of the Kyiv City State Administration, the city authorities are considering the possibility of repurposing this facility, as the traditional retail function has lost its relevance, and a significant portion of the space is either unused or being used inefficiently.

What Metrogard Could Become: New Functions and Challenges

Instead of retail space, the authorities are initiating the creation of a modern multifunctional hub that will serve an infrastructural and security role for the center of the capital. Among the main development directions being considered are:

  • the establishment of an underground parking facility for cars;
  • the creation of a modern shelter for the population;
  • the updating of engineering systems and communications.

However, as noted by the city administration, one of the main obstacles to implementing such a project is the complex ownership structure: a significant portion of “Metrogard” belongs to non-residents, which greatly complicates the decision-making process regarding its future.

Among the options being considered are scenarios such as: purchasing the facility, transferring it to municipal ownership, using nationalization mechanisms, or partnering with investors after changing the legal status of the complex.

Prerequisites and Stages of Project Implementation

Before starting any work, a complete engineering survey of the premises is planned. This survey should answer questions regarding the feasibility of establishing transport entrances and exits, the functioning of modern ventilation, as well as the compliance of the space with technical requirements for parking and shelter.

If the idea is realized, it will become a unique example for Kyiv, where a neglected underground commercial site is transformed into dual-purpose infrastructure — transportation and security.
