Kyiv City State Administration Presents Updated Social Program for 2025-2027

The Kyiv City State Administration (KCSA) has approved a new version of the social program “Care. Towards Kyivans” for 2025-2027, which provides substantial financial support for residents whose homes have been damaged due to enemy shelling.

Financial Assistance for the Affected

Kyiv residents whose homes have been damaged will be able to receive a one-time assistance of 40,000 UAH, as well as 20,000 UAH monthly for housing rent until repairs are completed or compensation is provided. This assistance will be automatically credited based on lists formed by district administrations after the payment procedure is approved.

Payment Mechanism and Program Goals

The program includes two main types of financial support:

  • 40,000 UAH – one-time: for Kyiv residents who urgently need to rent housing due to the complete or partial destruction of their apartments or houses;
  • 20,000 UAH – monthly: for those who cannot return home for an extended period.

This assistance will be paid for 12 months or until housing is restored with city funds or a certificate is obtained under the state program eRecovery.

The funds allocated for this program are intended to cover housing rental costs both within Kyiv and outside the city until living conditions are restored. Residents do not need to independently contact the social policy department, as lists will be formed at the level of district administrations.

The disbursement of funds will begin after the official approval of the payment procedure, which will be announced separately. All stages of the program’s implementation will occur within a simplified procedure, aimed at minimizing bureaucracy and quickly providing assistance to those in need.

Since the onset of the full-scale war, Kyiv has repeatedly suffered missile and drone attacks, resulting in the destruction and damage of hundreds of buildings. The “Care” program aims to partially address the issue of temporary accommodation, supporting the most vulnerable categories of the population, such as families with children, elderly individuals, and persons with disabilities.
