During a discussion organized by the Yalta European Strategy (YES) ahead of the URC2025 conference, U.S. Special Representative Keith Kellogg drew parallels with the post-war reconstruction of Europe, urging the international community to create a modern equivalent of the ‘Marshall Plan’ for Ukraine.

The Need for Ukraine’s Recovery and Peace Initiatives
Kellogg emphasized the challenging situation in Ukraine and highlighted that consolidated support from partners is essential for the country’s recovery. He stated that achieving a ceasefire could be a key factor in ending the war waged by the Russian Federation against Ukraine. He also expressed high regard for the leadership of the President of Ukraine and the efforts of his team during the peace negotiations, specifically noting the Ukrainian side’s willingness for a ceasefire, even though this agreement was unilateral.
“I think we need to do the same for Ukraine. It will be a very difficult task,” Kellogg said.
Negotiations on Defense Support and Sanction Pressure
During a meeting in Rome, Volodymyr Zelensky and Keith Kellogg discussed issues related to supplying weapons to Ukraine, the potential enhancement of air defense, as well as the procurement of American arms and the organization of joint production with localization in Ukraine. Additionally, the parties focused on increasing sanction pressure on the Russian Federation.
The President of Ukraine emphasized the importance of passing the bill by Senators Graham and Blumenthal in the U.S. Congress, expressing hope that it would compel Russia to seriously consider the necessity of peace.
