How to Restore a Vehicle Registration Certificate if the Owner is in Another City
In case of loss of the vehicle registration certificate, not only the vehicle owner but also another authorized person can contact the Ministry of Internal Affairs service center. To do this, you need to choose any convenient service center of the Ministry of Internal Affairs, regardless of the vehicle’s registration location. This significantly simplifies the procedure for those who are far from their permanent registration or residence.
The package of documents required to restore the registration certificate includes:
- Ukrainian citizen passport or ID card with a residence extract;
- a copy of the taxpayer identification number certificate (identification code);
- a power of attorney if the authorized person is not the owner.

Cost and Timeframe for Obtaining a New Vehicle Registration Certificate
The issuance of a new vehicle registration certificate is done on the same day as the application. This usually takes about 30 minutes. The cost of the service is approximately 1240 hryvnias. This amount includes:
- administrative service — 350 UAH;
- certificate form — 540 UAH;
- new license plates (if desired) — 350 UAH.
During the registration process, you can keep the old license plate or choose a new one from the available list. In addition to the paper document, there is also an option to order an electronic vehicle registration certificate without printing on a plastic form, which is especially convenient for those who use digital services.
