How to Get Fuel Compensation in Ukraine: Conditions of the National Cashback Program

In light of rising fuel prices linked to the tense situation in the Middle East, the government has introduced a new financial support program for motorists. Starting in March, Ukrainian drivers can take advantage of the state initiative “National Cashback,” which provides partial reimbursement for fuel expenses.

Compensation Amount: Rates, Limits, and Details

The amount of compensation depends on the type of fuel. The highest rate is set for diesel fuel, as it is of strategic importance for transportation, agriculture, and logistics. The cashback rates under this program are as follows:

  • 15% – for diesel fuel;
  • 10% – for gasoline;
  • 5% – for autogas.

In terms of hryvnias, this allows savings of between 2 to 11 UAH per liter, depending on the type of fuel. However, there are also restrictions: the maximum cashback amount for one person is 1000 UAH per month. The total monthly payout limit for the “National Cashback” program is set at 3000 UAH.

Procedure for Receiving Cashback and Its Usage Options

To receive compensation, the driver simply needs to pay with a bank card registered in the program at a gas station that is a partner of the initiative. A complete list of participating networks is available on the official project portal. The funds received will automatically be reflected in the “Diia” app.

Cash cannot be withdrawn as cashback; however, it can be used for:

  • paying for utilities and postal services;
  • purchasing food, pharmaceuticals, and domestic medical products;
  • buying books;
  • donations to support defenders.

It is worth noting that the program is intended only for individuals. Legal entities, including homeowners’ associations, are not allowed to centrally purchase fuel for generators and receive compensation to the organization’s account. However, if a resident or representative of a homeowners’ association purchases fuel for a shared generator using their own “National Cashback” card, the compensation will be credited to them as an individual.

The program will start on March 20 and will last until May 1, 2026. Funding is provided from the current budget of the Ministry of Economy, without additional burden on the state budget. Previously, the government allocated over 2 billion hryvnias to support buyers of Ukrainian goods under this program.
