Hourly Power Outages Possible in Ukraine This Summer

In Ukraine, hourly power outages may occur in July and August 2025 due to abnormally high temperatures, which traditionally lead to a significant increase in electricity consumption, especially during the evening hours. Such circumstances could create a deficit in the energy system if some power units are under repair and electricity imports cannot meet the demand.

Expert Omelchenko reminded that in the summer of 2023, Ukrainians faced widespread power outages, particularly in large cities like Kyiv, where electricity was turned off for 8-12 hours a day. However, according to him, the current situation is somewhat better.

“Of the 10 gigawatts of capacity that were destroyed or damaged due to Russian missile and drone attacks, a significant portion has been restored. So if the attacks do not resume at the same level as last year, a repeat of last year’s scenario is unlikely,” he emphasized.

However, the key issue remains the balance between electricity consumption and generation. Over the past year, Ukraine has significantly increased its renewable energy capacity, particularly solar energy. In the past year alone, about one gigawatt of solar power plants (SPPs) was built, creating a surplus of energy during daytime hours in spring and summer. The company “Ukrenergo” has even had to limit production at solar power plants during certain periods.

However, in the evening, the situation changes: the demand for electricity sharply increases, while solar generation production decreases. This, combined with the fact that some nuclear units are under repair, creates a potential capacity deficit.

“This does not mean that outages will necessarily occur, but the risks do exist, and they increase during heatwaves when the demand for electricity rises, and if we cannot cover the deficit with imports,” noted Omelchenko.
