The share of job vacancies for people with disabilities in Ukraine has increased from 7% to 12%. Employers are more actively integrating such workers into their teams by offering them a variety of positions. The most common vacancies include positions for sales consultants, sales managers, drivers, cashiers, accountants, and cleaners. These data are provided in a study by one of the specialized job search portals.

The labor shortage in Ukraine, caused by external and internal demographic changes, is prompting employers to change their hiring approaches. Attention is often directed towards population categories that were previously on the periphery of the labor market, particularly people with disabilities. According to official data, there are about three million such individuals in Ukraine, but only 15-18% of them are employed.
The situation is gradually improving: the platform has recorded an increase in the share of vacancies available for people with disabilities. If at the beginning of 2023 there were only 7% of such vacancies, by March 2025 their number had risen to 12%, and the total number of such offers tripled — from 4315 to 12092. This indicates the readiness of businesses for real inclusion.
Popular Vacancies for People with Disabilities
Analysis of job vacancies shows that the positions offered to people with disabilities align with the most common ones in the country. These include sales consultants, sales managers, drivers, cashiers, accountants, contact center operators, cleaners, loaders, and security guards. At the same time, there are specific areas where the share of vacancies for candidates with disabilities exceeds the average. For example, more than half of the vacancies for cashier-operators and specialists in bank branches are specifically targeted at such workers. This indicates a specific strategy for inclusive hiring in certain companies.
Industry Analysis and Challenges
The most open sectors for employing people with disabilities are non-profit organizations and the public sector (26%), the financial and banking sector (26%), media and journalism (25%), as well as security and safety (25%). However, labeling vacancies as suitable for people with disabilities does not guarantee their employment. Only 61% of employers who marked their vacancies actually hired at least one candidate with a disability. Half of the job seekers with disabilities who submitted resumes reported discrimination based on disability, age, or gender.
Despite the challenges, the situation shows positive trends. People with disabilities are increasingly applying for technical, service, administrative, and managerial roles. Moreover, 58% of them have over five years of work experience, indicating the potential for businesses to attract valuable human resources.
