The Cabinet of Ministers of Ukraine has approved significant changes to the state support programs for agricultural producers in frontline and de-occupied territories. In particular, the amount of compensation for the purchase of Ukrainian agricultural machinery for farmers from combat zones has been significantly increased.

Expansion of State Support for Farmers
From now on, agricultural producers whose farms are located in combat zones and have over 80% of their agricultural land in these regions will be able to receive compensation amounting to 40% of the cost of domestic machinery (previously this figure was 25%). The government has allocated 1.8 billion UAH for the implementation of this program in 2026. The state program covers 166 producers and over 14,000 types of agricultural machinery, allowing farmers to quickly update their technical fleet for effective farming even in wartime conditions.
Compensation for Land Reclamation and Crop Losses
Prime Minister Yulia Svyrydenko also emphasized the expansion of state support for farmers investing in reclamation systems. Expenses for the repair, reconstruction, and construction of irrigation systems and pumping stations in frontline and de-occupied regions are compensated by the state up to 80% (excluding VAT).
Additionally, as part of the compensation program for lost crops, 236 agricultural producers in the Kherson region will receive payments of 4,700 UAH for each hectare (up to 2,000 hectares). Payments from the state budget will begin next week, helping farmers partially offset losses caused by the war.
To support livestock farming, the application process has been opened through the State Agricultural Register since April 7. Farmers can receive 7,000 UAH for each cow (from 3 to 100 heads) and 2,000 UAH for each goat or sheep (from 5 to 500 heads). These measures are aimed at stimulating the development of livestock farming and preserving the livestock population under challenging conditions.
“For agricultural producers from combat zones — 40% compensation (instead of 25%) on the condition that 80%+ of the land is in the combat zone. 1.8 billion UAH is allocated for 2026. The program covers 166 producers and over 14,000 positions of machinery,” Svyrydenko explained.
Comprehensive support includes grants, compensations, direct payments, and insurance programs. To enhance energy independence, farmers have access to preferential loans, including the “5-7-9%” programs and 0% loans (up to 10 million UAH) for the purchase of energy equipment. Additionally, the government is introducing insurance for war risks and grant support for the recovery of the agricultural business.
