The Government of Ukraine has released a new forecast regarding the dynamics of the average salary for the coming years. According to the budget declaration for 2026-2028, the average salary in the country is expected to significantly increase and reach nearly 40 thousand hryvnias by 2028.

Salary growth forecast for 2025-2028
According to preliminary calculations, in 2025 the average salary in Ukraine will be 24,389 hryvnias per month. At the same time, the government anticipates further growth in this indicator:
- in 2026 – 30,240 hryvnias,
- in 2027 – 35,268 hryvnias,
- in 2028 – 39,758 hryvnias.
Thus, by 2026, the average salary is expected to increase by almost a quarter – by 24%. In 2027, the pace of salary growth will slow down to 16.6%, and in 2028 it will be 12.7%.
Stable employment in the labor market
The government also forecasts stable employment figures among workers. Over the next two years, the number of officially employed individuals in business entities will remain at 7.5 million. By 2028, this figure will rise to 7.6 million workers.
The government predicts an increase in the average salary in Ukraine over the next three years. By 2028, it could reach nearly 40 thousand hryvnias.
