The Ukrainian government forecasts an annual increase in electricity prices for residential consumers of about 15% over the period from 2026 to 2028. This forecast is included in an official letter from the Ministry of Economy, which outlines the revised scenario conditions for the country’s economic development. The document was published by the Ministry of Finance during a government meeting on September 3.

Current tariffs and planned changes
As of today, the tariff for households is 4.32 UAH per kWh, while the night tariff is 2.16 UAH per kWh. The National Commission for State Regulation in the Spheres of Energy and Utilities has already made a decision to increase tariffs for electricity distribution for enterprises. At the same time, prices for residential consumers remain unchanged. For first-class voltage consumers, the average tariff increase will be 14%, while for second-class consumers, it will be 23%.
Additionally, the regulator plans to increase tariffs for electricity distribution for some distribution system operators starting from September 1, 2025.
Increase in electricity exports
Alongside the increase in tariffs, Ukraine is actively boosting its electricity export volumes. In August, exports rose by 60% compared to July, reaching 450 thousand MWh, which is a record high since the integration of the Ukrainian energy system into the European ENTSO-E network. The largest importers of Ukrainian electricity were Hungary (38% of the total export volume) and Moldova (29%).
In June 2025, the volume of electricity exports increased by 2.5 times, exceeding 237 thousand MWh, and in July, it rose by another 16%, reaching 282.2 thousand MWh.
From August 1 to 10, Ukraine ranked first among 26 European countries in terms of the average daily BASE price index on the day-ahead electricity market seven times.
