Germany has included further military support for Ukraine in the draft federal budget for 2026 and the financial plan through 2029. The government emphasizes the need to strengthen its own defense capabilities due to the potential threat from Russia, which is estimated to be ready to attack NATO by 2029.

Increase in Defense Spending and Support for Ukraine
German Finance Minister Lars Klingbeil, presenting the budget in the Bundestag, stressed that the country must not underestimate Putin’s plans and must continue to support Ukraine. According to the official, these actions are aimed at enhancing deterrence and defense capabilities, as well as maintaining Germany’s leadership position among donors assisting Ukraine. The 2026 budget allocates €520.5 billion in total expenditures, of which €82.7 billion is earmarked for the Ministry of Defense, an increase of €20.3 billion compared to previous years. Of this amount, €38.5 billion will be directed specifically to military procurement.
“We are obligated to strengthen our deterrence and defense capabilities. We are right to stand by Ukraine, and today Germany is one of the largest donors in the world helping Ukraine defend itself against this brutal war. And we are ensuring that this continues: the 2026 budget provides for it. A clear promise to Ukraine – further military and financial support will be provided,” said the head of the Ministry of Finance.
Position on European Support for Ukraine
At the same time, German Foreign Minister Johann Wadephul emphasized the need for Europe to “grow up” and enhance its support for Ukraine. The German government urges EU countries to take greater responsibility in strengthening security and stability on the continent due to the increasing risks associated with Russian aggression.
