In Ukraine, the gas tariff for households will not change at least until April 30, 2026. The majority of Ukrainians, specifically 98%, receive gas from the company “Naftogaz.” A price review is only possible if changes are made to the current law regarding the moratorium on increasing gas and heating tariffs. Without lifting the moratorium, any tariff increase is impossible even after this date.

Are Gas Reserves Sufficient for the Heating Season?
As of July 2025, gas reserves in Ukrainian underground storage facilities amount to 9 billion cubic meters. This is only 29.2% of their capacity. In comparison, at the end of summer 2021, the storage facilities were filled to 60%. The volumes of gas injection this year significantly exceed last year’s, however, experts point out the need for even greater increases in imports to avoid purchasing gas in winter when prices traditionally rise.
The previous heating season occurred under conditions of historically low reserves. The former head of “Naftogaz,” Oleksiy Chernyshov, was criticized for not purchasing gas at the proper pace during the summer of the previous year, which jeopardized the heating period. As a result, significant funds had to be spent on emergency purchases of energy resources.
Measures Taken and Expert Predictions
In 2025, the process of injecting gas into storage facilities significantly accelerated. Just this month, “Naftogaz” secured two loans from state banks to ensure additional gas purchases during the summer period. However, according to expert assessments, including those by Kharchenko, Ukraine is still lagging behind the optimal schedule for accumulating reserves.
Dixi Group analysts have developed several scenarios for the development of the situation with gas reserves. The optimistic scenario anticipates an increase in injection rates to 32 million cubic meters per day starting in June and a recovery of daily production by state and private companies to the levels of 2024. According to Expro, in June, the average daily injection volume already reached 44.7 million cubic meters, indicating a significant acceleration in the process of accumulating gas in storage.
