Until January 1, 2026, gas stations and wholesale fuel sellers in Ukraine will not bear responsibility for the absence of bioethanol in gasoline. The corresponding law, which temporarily abolishes fines for selling gasoline without the mandatory 5% alcohol, was signed by President Volodymyr Zelensky.

Details of the Bioethanol Law
According to the document, until the end of 2025, the imposition of fines on gas stations for selling gasoline containing less than 5% bioethanol is suspended. Previously, the legislation stipulated a fine of seven minimum living wages for every thousand liters of fuel without the bio-component, which in 2025 amounts to over 21,000 hryvnias.
“According to the document, until the end of 2025, the collection of fines from gas stations for selling gasoline without at least 5% bioethanol is suspended (under the legislation, for this violation, the gas station owner’s bill could be ‘lightened’ by seven minimum living wages for every thousand liters of fuel, which amounts to over 21,000 hryvnias as of 2025)”.
Cancellation of Fines for Wholesalers
In addition to gas stations, the law provides similar relief for wholesale fuel sellers. Until January 1, 2026, they will not face fines for failing to report the bioethanol content in the gasoline sold, which was also mandatory under previous regulations.
Thus, following the enactment of the law, gas stations and wholesale sellers have received temporary relief from financial sanctions for violating bio-component requirements in gasoline. The continuation of this provision will allow them to operate without the risk of fines until the beginning of 2026.
