In Ukraine, starting from September 1, 2025, there will be a significant increase in mandatory allowances for educators. All teachers in general education schools will receive a monthly supplement of 2600 hryvnias, which is nearly double the current fixed allowance of 1300 hryvnias. The actual amount that educators will receive will be around 2000 hryvnias.

State funding and payment guarantees
The increase in allowances is not dependent on the number of hours worked — the payment will be granted to each teacher regardless of their workload. Funding for these allowances will come directly from the state budget, ensuring guaranteed payments regardless of the financial capacity of the community or local budget. It is expected that the funds will be allocated as a separate targeted subsidy with a clear purpose and cannot be used for other needs.
It is important to note that part of the state payments to educators, including salaries, is formed from international aid. For 2025, over 103 billion hryvnias have been allocated in the state budget of Ukraine for the payment of educators’ salaries. Last year, at the initiative of the president, an additional 12 billion hryvnias was allocated for allowances for work under special conditions due to the state of war.
Increasing the income level of educators
Starting from 2025, all teachers have already been receiving a fixed allowance of 1300 hryvnias, which remained unchanged regardless of the number of teaching hours. However, starting in September, this amount will increase to 2600 hryvnias, and the allowance will be proportional to the workload — the more hours a teacher works, the larger the supplement they will receive.
“This is a small but important increase that will somewhat improve the income level of our educators,” noted Deputy Minister of Education and Science Andriy Stashkiv during a press briefing at the Ministry of Education and Science.
The official emphasized that the allowance is mandatory for every teacher, and all necessary funds have already been allocated for the first half of the year. Starting from September 1, additional funding is planned to ensure increased payments to educators across the country.
