A large-scale update of the gas accounting system will soon begin in Ukraine – tens of thousands of households and budget organizations will receive free upgrades of their gas meters with modern smart modules. This step is an important part of the digitalization of the utility sector and the implementation of European energy efficiency standards.

Advantages of Smart Modules for Consumers
With funds from the State Decarbonization Fund, 40,000 domestically produced smart modules have already been purchased. They have been transferred free of charge to the company “Gas Distribution Networks of Ukraine.” It is the branches of this company that will be responsible for installing the new devices in various regions.
The State Agency for Energy Efficiency and Energy Conservation explained that the choice to upgrade existing meters with smart modules allows for a quick, economical transition to intelligent gas accounting with minimal costs. This avoids the complex and expensive replacement of all meters, as the new modules are installed on already existing devices.
“Installing such overlays on existing standard meters is the fastest, most cost-effective, and least resource-intensive way to transition to intelligent accounting. This allows us to avoid the expensive and lengthy procedure of completely replacing the meters themselves.”
Among the key advantages for consumers is the ability to remotely transmit gas consumption readings. From now on, Ukrainians will no longer need to manually record data every month: billing will be based solely on actual, rather than estimated or planned, readings. This will significantly reduce the risk of errors and disputes regarding amounts on bills.
Thanks to data automation, users will be able to check their gas consumption at any time through digital services and mobile applications. Smart modules also allow for the prompt recording of atypical changes in consumption, which will help gas companies quickly respond to potential leaks or emergency situations.
Implementation Start in Regions
The first batch of equipment has been distributed among three regions, taking into account their current needs. Soon, the branches of “Gas Distribution Networks of Ukraine” will begin installing smart modules in Kyiv region (23,965 devices), Mykolaiv region (12,655 devices), and Volyn region (3,380 devices).
The widespread implementation of intelligent energy resource accounting systems is not only a matter of increasing consumer comfort but also a requirement of European legislation. In particular, this is stipulated by Directive 2012/27/EU on energy efficiency.
It is worth noting that as of January 2026, over 36 million hryvnias were automatically deducted from Ukrainians for utility services that were not provided or were of inadequate quality due to enemy shelling of infrastructure.
