Financial Assistance for Housing Rent for Internally Displaced Persons

Many internally displaced persons face difficulties in finding safe and stable housing. In light of this, in 2025, the Charitable Foundation “Right to Protection” in collaboration with the United Nations High Commissioner for Refugees (UNHCR) will launch a financial assistance program for housing rent.

This was announced by the head of the Committee of the Verkhovna Rada of Ukraine on State Governance, Local Self-Government, Regional Development, and Urban Planning, and the leader of the “Servant of the People” party, Olena Shuliak.

Who is eligible for assistance?

The program operates in Kyiv and the Kyiv region, as well as in Dnipropetrovsk, Poltava, Kirovohrad, and Zaporizhzhia regions. Additionally, compensation for rental costs is provided for six months.

Assistance can be received by:

  • internally displaced persons and those who have returned from abroad and are currently living in temporary accommodation (modular towns, schools, kindergartens, hospitals, etc.);
  • individuals renting housing in inadequate conditions or at risk of eviction;
  • participants who have a self-sufficiency plan after the assistance ends — employment, business, retraining, etc.

Important: the family must independently find housing and pay the first two months of rent — these expenses will be reimbursed. Participation in the program is only possible if there have been no previous rental payments or housing subsidies.
