EU Expands Sanctions: Nearly 600 Vessels of the Russian Shadow Fleet Are Subject to Restrictions

The Council of the European Union has adopted a new package of restrictive measures, expanding the list of sanctions against the Russian shadow fleet by an additional 41 vessels. Thus, nearly 600 vessels are now under sanctions, playing a key role in the transportation of energy resources and providing significant revenue for the Russian Federation.

Strengthening Sanctions on the Russian Energy Sector

The sanctions list includes tankers used to circumvent price restrictions on oil, support the energy sector of Russia, as well as transport military equipment and stolen Ukrainian grain and cultural valuables. The entry of these vessels into the ports of EU countries and the provision of a wide range of maritime services to them is prohibited.

This measure targets tankers outside the EU that are part of Putin’s shadow fleet, circumventing the oil price cap mechanism or supporting the energy sector of Russia, as well as vessels responsible for transporting military equipment for Russia or involved in the transportation of stolen Ukrainian grain and cultural valuables from Ukraine.

International Support for Sanctions and New Restrictions

European actions are coordinated with allies: recently, Moldova joined the US sanctions against Russian oil giants Rosneft and Lukoil. The United Kingdom announced sanctions on December 18 against four major Russian companies — Tatneft, Russneft, Rusneftegaz, and HNK-Oil. A total of 24 new entries have been added to the list, including individuals and companies subject to asset freezes and other financial restrictions.

Sanctions have also been imposed on companies from the United Arab Emirates engaged in trading Russian energy resources, as well as Uzbek enterprises accused of destabilizing Ukraine through the supply of goods or technologies. The EU reaffirms its readiness to further intensify sanctions pressure on Russia.
