Egypt Accelerates Industrial and Infrastructure Development Through ‘Golden Licenses’

Egypt is actively implementing a program for issuing so-called ‘golden licenses’ to expedite the realization of strategic projects in the fields of energy, transport, and logistics. This move aims to strengthen the country’s position as a regional industrial and logistics hub, as well as stimulate domestic steel consumption, particularly in the long and flat product segments.

New Investments and Streamlined Procedures

The Minister of Investment and Foreign Trade, Mohamed Farid, announced the granting of eight ‘golden licenses’ covering projects with a total investment volume of $1.2 billion in foreign currency and approximately 16 billion Egyptian pounds (around $305.6 million). A significant advantage of this system lies in its simplified approach to licensing: investors receive a permit that simultaneously covers construction, operation, and land allocation, avoiding multi-level approvals across various authorities.

‘The unified licensing system allows investors to bypass numerous approvals, encompassing construction, operation, and land allocation within a single permit. This initiative, along with the digitization of procedures, aims to reduce bureaucracy and strengthen Egypt’s position as a regional industrial and logistics hub.’

Key Projects and Infrastructure Facilities

Among the landmark infrastructure projects being implemented under the new system is the construction of a dry port and logistics center by independent operator Medlog, valued at $115.4 million in the city of ’10th Ramadan’. The project is being implemented under a public-private partnership, with its opening scheduled for June 2027.

The total area of the new logistics complex will exceed 1 million square meters, making it the largest inland container terminal in Egypt. This facility is expected to significantly enhance the efficiency of logistics operations and contribute to the growth of both external and internal trade volumes in the country.
