Deferral from Mobilization for Those Released from Captivity: Automatic Extension and New Rules

Citizens of Ukraine who have returned from captivity are entitled to automatic extension of their deferral from mobilization. To do this, it is necessary to submit the relevant application to the Administrative Services Center (ASC) only once. Thereafter, the deferral is automatically renewed every 90 days, significantly simplifying the procedure for those released from captivity and their families.

The Ministry of Defense of Ukraine emphasizes that starting from November 1, 2025, due to changes in the Cabinet of Ministers’ Resolution No. 560, the procedure for obtaining a deferral has been significantly simplified. Now, repeated applications and additional visits to institutions are not required in most cases, as a significant portion of deferrals is renewed automatically.

Features of Automatic Deferral Extension

Automatic renewal of the deferral is possible only if the duration of the deferral is correctly indicated in the records. If a specific end date was set during the registration of the deferral (for example, March 30), then after this date, automatic extension does not occur. However, if the system indicates that the deferral is valid for the duration of mobilization (in the Reserve+ application, this is marked as “until the end of mobilization”), the deferral will continue for another 90 days during each subsequent renewal.

If the conscript notices that the duration of the deferral is incorrectly indicated, they need to contact the Territorial Center for Recruitment and Social Support (TCRSS) or submit new documents to register the deferral at any ASC.

What to Do if the Deferral Has Not Been Renewed

If automatic renewal has not occurred, it is likely that the data in the state registers is outdated or missing. To resolve this situation, it is necessary to update the data and submit a new application for deferral through any ASC, regardless of the place of residence.

Confirmation of Deferral

The main confirmation of the deferral is currently the electronic military registration document in the Reserve+ mobile application. Paper certificates with a seal are no longer issued. If there is no access to a smartphone, the electronic document can be generated and printed in the Reserve+ application, through the Diia portal, or by contacting the TCRSS or any convenient ASC to obtain a document with a deferral mark.
