Training Programs and Vouchers for Citizens
Citizens can choose from various forms of education: vocational training, retraining, and professional development at vocational schools, institutions of higher education, and directly at enterprises. Vouchers are also available for certain categories of citizens who do not have the status of registered unemployed, allowing them to maintain competitiveness in the labor market.
The vocational education centers of the State Employment Service prepare specialists in 101 licensed trades and 530 educational programs that meet the current needs of the labor market. Among the most popular training directions are vehicle drivers, tractor operators, electricians, emergency medical technicians, boiler operators, gas welders, and forklift drivers.
Particular emphasis in the educational programs is placed on modern technologies. New courses cover areas such as “Basics of Website Development,” “Creating 3D Graphics Objects,” and “Software Testing.” Programs in drone technologies remain popular, including “Drone Operator” and “FPV Basics: From Beginner to Mastery.”
Upon completing the course, participants receive an official state document confirming their acquired qualifications.
Voucher for Free Education and Gender-Oriented Programs
Specific categories of Ukrainians, including individuals over 45 years old, internally displaced persons, people with disabilities, and combat veterans, are entitled to a training voucher. The voucher allows them to acquire a new profession, enhance their qualifications, or undergo training in one of the 155 professions and specialties approved by the Ministry of Economy. It can be used for retraining, obtaining a master’s degree in another specialty, training at the next level of education (excluding third and scientific levels), as well as for specialization.
The value of the training certificate can reach up to 30,280 UAH (equivalent to 10 minimum living wages for working individuals). The most sought-after professions among voucher recipients include cook, vehicle driver, tractor operator, social worker, as well as specialties in nursing, psychology, medicine, and education.
“The employment service provides the unemployed with a training certificate worth up to 10 minimum living wages for working individuals — 30,280 UAH.”
In November 2024, the government implemented a separate program for women aimed at encouraging them to enter professions traditionally considered male-dominated. Training within this project is conducted at the request of employers, and the employment service reimburses expenses up to 30,280 UAH. If the cost of training exceeds this amount, the difference can be covered by the employer or the program participant.
Among the professions that women most often pursue within this initiative are woodworking machine operator, tractor operator, boiler operator, forklift driver, repair mechanic, electrician, and machine operator.
