The compensation for losses due to destroyed housing in Ukraine has received an additional boost: the Council of Europe Development Bank has agreed to allocate another 100 million euros to continue the relevant mechanism.

Additional funding for the HOME program
This funding will be directed towards a new phase of the state HOME program, which is part of a large-scale initiative to rebuild the housing stock. The HOME program helps people who have lost their homes to integrate into new communities and obtain quality housing.
Certificate system and new prospects
The program places a strong emphasis on issuing housing certificates, which replace direct cash payments. The certificates allow affected families to choose and purchase new housing independently, accelerating their adaptation while simultaneously stimulating the development of the real estate market.
“Thanks to the additional funding, over 3,000 more families will be able to utilize the certificates they have received and purchase housing.”
Previously, over 6,000 families have already used this mechanism and moved into new homes. As part of the broader “eRecovery” program, housing has been provided for over 26,000 families, demonstrating the effectiveness of the approaches used and government support for the social adaptation of those affected.
Additionally, the government of Ukraine is working on legislative changes that will allow owners of damaged or destroyed housing to privatize their apartments and houses. The relevant bill is already being prepared for consideration in the Verkhovna Rada.
