The Ukrainian government has updated the rules for participation in the preferential mortgage lending program “Housing for IDPs,” aimed at providing internally displaced persons (IDPs) with their own housing. From now on, the registration of a candidate in the program’s participant registry will be valid for two years from the moment of inclusion in the list. After this period, the individual will be automatically removed from the registry, but has the right to reapply and register again.

Requirements for Candidates and New Restrictions
As reported by MP and head of the Verkhovna Rada’s Temporary Special Commission on the Protection of the Rights of IDPs and Other Persons, Pavlo Frolov, the changes stipulate that on November 1, 2025, all candidates who have been in the registry for more than two years at the time the resolution comes into effect will be removed. State Youth Housing will inform such individuals about their removal and their right to re-register within a month.
Additionally, a new financial restriction has been introduced: citizens whose average monthly income exceeds ten times the national average salary, according to State Statistics data, will not be able to participate in the program.
Details of Financing and Program Conditions
The “Housing for IDPs” program operates under the Cabinet of Ministers of Ukraine’s resolution dated April 28, 2021, No. 451, and is implemented by the Ministry of Community and Territorial Development, with State Youth Housing as the project executor. Financing is provided through a loan from the Council of Europe’s Development Bank (CEB) within the “Housing for Internally Displaced Persons” project.
Previously, within this program, with the support of the German government through KfW Bank, 1,053 IDP families have already received their own housing. In May 2025, the Ukrainian government signed a new agreement with the CEB for 50 million euros, which will allow approximately 1,100 more families to benefit from preferential mortgages by the end of the current year.
“Housing for IDPs” is a unique program for Ukraine that offers the most accessible mortgage lending conditions for internally displaced persons and employs a special approach to candidate selection.
Among the main conditions of the program are: a fixed interest rate of 3% per annum, a minimum down payment of 6% of the housing cost, and the possibility to secure a loan for up to 30 years. According to the program developers, it has no analogs in the country and allows IDPs to obtain their own housing under the most favorable conditions.
