The salaries of educators, medical workers, and cultural workers in Ukraine in 2025 remain significantly lower than the average wage level across the country. At the same time, officials in the relevant ministries receive considerably higher amounts.

Salaries in the Healthcare Sector
According to data from the State Statistics Service for September 2025, the average salary of a full-time employee in a medical institution was 18,500 UAH. For specialists in the Ministry of Health of Ukraine, this figure was significantly higher: an average of 39,400 UAH per month. Employees of the Ministry’s patronage service earn 56,100 UAH, while heads of structural divisions earn 66,200 UAH, which is 3.5 times more than the salaries of ordinary doctors. The highest management of the ministry receives 129,500 UAH, which is seven times more than the average salaries of medical institution employees.
“The Cabinet of Ministers has decided to increase the salaries of medical workers who operate in areas of active and potential combat. Thus, doctors will receive 40,000 UAH, while average medical staff will earn 27,000 UAH.”
Salary Situation in Education and Culture
Educators earn an average of 16,900 UAH, while research staff earn 26,900 UAH. Meanwhile, the salary of Ministry of Education employees performing support functions is 34,600 UAH. Employees of the patronage service earn 37,000 UAH, and specialists of professional level earn 42,700 UAH. Heads of structural divisions of the Ministry of Education earn 67,400 UAH, which is almost four times more than the average educator. The ministry’s leadership receives an average of 134,700 UAH—eight times more than the salaries of ordinary educators.
In the cultural sector, full-time employees of institutions earn 15,200 UAH. However, officials in the Ministry of Culture have significantly higher incomes: cultural sector employees earn 25,800 UAH, cultural policy specialists (experts, art historians, lawyers) earn 52,400 UAH, and employees performing support functions earn 68,000 UAH. Heads of divisions in the Ministry of Culture earn an average of 80,400 UAH, which is 5.2 times more than the salaries of full-time employees. The salary of the highest management in the Ministry of Culture is 93,900 UAH—over six times more than the average income level in cultural institutions.
Thus, the disparity between salaries in ministries and those in the institutions under their jurisdiction remains significant, raising questions about the fairness of the remuneration system for budget sector employees.
