President Volodymyr Zelensky has instructed the Ministry of Defense to develop new types of contracts for military personnel and prepare the necessary legislative changes to enhance the effectiveness of military service and the social protection of service members.

New Contract Terms for Military Personnel
The updated contracts include a number of key changes aimed at ensuring fairness and transparency for military personnel, their families, and society. One of the main innovations will be a fixed term of service that can be chosen independently — 1, 2, 3, 4, 5, or more years. For contracts other than annual ones, there will be an option to receive a one-year deferment from mobilization.
Military personnel will receive an additional monthly reward for participation in combat operations and annual financial bonuses. Additionally, everyone will have the opportunity to choose their military unit and position from an approved list, allowing for individual preferences and professional skills to be taken into account.
“We are responding to the key requests of military personnel, their families, and society. The new contracts are about fairness and predictability. We are grateful to all defenders who are fighting for Ukraine and its future,” said Defense Minister Denys Shmyhal.
When Will the Changes Take Effect
After the necessary legislative changes are made, both current military personnel and those planning to enlist will be able to sign new contracts. Currently, the Ministry of Defense, together with the Cabinet of Ministers, the Ministry of Finance, and international partners, is working on refining the regulatory framework and financial support for the new system.
