Cabinet of Ministers extends preferential gas tariffs for households until the end of September 2026

The Cabinet of Ministers of Ukraine has decided to extend the special obligations (PSO) for participants in the natural gas market, which are carried out to ensure public interests. This means that the current preferential gas tariffs for residential consumers will remain unchanged at least until September 30, 2026.

Changes in pricing rules for energy-generating enterprises

According to the updated Cabinet resolution No. 403, which was published on the government portal, important adjustments have been made to the PSO Regulation. In particular, the government has canceled preferential prices for natural gas for all electricity generation enterprises, including thermal power plants (TPPs) and combined heat and power plants (CHPPs).

Now, the preferential rate (19,000 UAH per thousand cubic meters of gas including VAT) will only apply to new TPPs, CHPPs, gas turbine and gas piston installations that will be put into operation starting from December 1, 2025.

Preferential tariffs only for frontline regions

Importantly, the new facilities that will qualify for the preferential tariff must be located in frontline regions. This list includes Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Donetsk, Zaporizhzhia, Kherson, Mykolaiv, and Odesa regions.

“The preferential price (19,000 UAH per thousand cubic meters including VAT) will only apply to new TPPs, CHPPs, gas turbine, and gas piston installations that are put into operation starting from December 1, 2025.”

In addition, the Cabinet of Ministers has extended until September 30 the special obligations for the company “Ukrnafta.” It must supply gas from its own production to “Naftogaz of Ukraine” at a fixed price, which will contribute to stability in the natural gas market for households over the next six months.
