Cabinet of Ministers Approves Housing Thermal Modernization Program Until 2030 to Reduce Energy Consumption

The Cabinet of Ministers of Ukraine has approved a new state-targeted economic program aimed at supporting the thermal modernization of buildings until 2030. The main goal of this initiative is to enhance the energy efficiency of the housing stock, particularly in multi-apartment buildings, which will significantly reduce energy costs in the country.

Main Objectives of the Program

  • Improving the energy efficiency of buildings, with a focus on the multi-apartment sector.
  • Implementing modern financial support mechanisms for homeowners, homeowners’ associations (OSBB), and communities.
  • Stimulating the development of production of materials and technologies necessary for building insulation.
  • Creating favorable conditions for attracting investments and credit resources, including from international partners.
  • Enhancing the level of professional training for specialists in the field of energy efficiency and energy conservation.

Expected Results and Significance for the Country

According to the Ministry of Community Development, over 80% of the housing stock in Ukraine lacks adequate insulation, and energy consumption in these buildings exceeds European standards by 100–200%. The new program envisions a phased implementation of thermal modernization measures: from the installation of individual heating points to comprehensive insulation of buildings.

“It is expected that the program will help reduce energy consumption in the residential sector by at least 30%. In turn, this will reduce greenhouse gas emissions, lower household expenses on utilities, and enhance Ukraine’s energy independence.”

The implementation of the program will contribute to savings for households, reduce negative environmental impacts, and increase the energy resilience of the state. An important aspect is also attracting investments and supporting manufacturers of modern materials for thermal modernization, which will positively influence the development of the industry and professional education in the field of energy efficiency.
