Business Activity in Ukraine Declines Due to Political Instability and Labor Shortages

The Ukrainian Business Index in December 2025 stands at 36.8 points out of a possible 100, indicating a deterioration in sentiment among entrepreneurs compared to the September value of 37.9 points.

Analysis of Business Assessments and Workforce Status

According to the results of the conducted survey, the majority of companies assess their financial and economic condition negatively: 50.7% of respondents rated it as poor or satisfactory, while 31.9% considered it mediocre. Only 17.4% of enterprises report a good or excellent state of affairs. Regarding prospects, 29.3% of market participants hope for an improvement in the situation, 37.3% believe that nothing will change, while 33.3% are preparing for a possible deterioration in performance.

The situation with staffing is characterized by relative stability, although the average number of employees has decreased by 7.6% over the year. Staff reductions were reported by 39.5% of companies, while 15.9% managed to increase their workforce. The average level of production capacity utilization is 64.8%. Only 16.9% of enterprises are fully loaded, and 10.7% of companies operate with critically low utilization — less than 25%.

Main Barriers to Business Development

The main factors hindering entrepreneurship development remain the unpredictability of government policy (62.7%), overall uncertainty about the situation in the country (59.1%), a lack of solvent demand (54.7%), a shortage of qualified labor (46%), and a high tax burden (40.9%).
