In November 2025, the average salary in Ukraine before taxation rose to 27,167 hryvnias, which is nearly 1% higher than in October. This data was released by the State Statistics Service.

Regional Salary Features
According to statistics, the highest earnings were traditionally recorded in Kyiv, where the average salary reached 40,633 hryvnias. The Dnipropetrovsk region had the second highest average salary at 31,706 hryvnias, while the Luhansk region came in third with 31,340 hryvnias.
The lowest average earnings in November were received by workers in the Kirovohrad region, at 19,079 hryvnias. Other regions with the lowest salaries included Chernivtsi region (19,096 UAH) and Chernihiv region (20,344 UAH).
Industries with the Highest and Lowest Incomes
According to the State Statistics Service, the highest salaries in November were earned by workers in the information and telecommunications sector, with an average salary of 66,934 hryvnias. The lowest incomes were received by representatives of the education sector, where the average salary was 16,622 hryvnias.
“It is worth noting that the State Statistics Service provides data on average salaries before deducting 18% personal income tax and 5% military tax. Thus, Ukrainians received an average of 20,919 UAH in hand in November.”
Data from the State Statistics Service also indicates an increase in the number of employees in November, exceeding 5.3 million people. The largest number was employed in industry (over 1.2 million), with about one million people working in schools, higher education institutions, and other educational establishments. The top three largest employment sectors also included wholesale and retail trade and technical service stations, where 674.6 thousand people were employed.
