Apartment of Sanctioned Russian Businessman in Kyiv Transferred to ARMA Management

In the center of Kyiv, the court has decided to seize an apartment belonging to a sanctioned Russian businessman. The asset has been transferred to the National Agency for Detection, Investigation and Management of Assets Obtained from Corruption and Other Crimes (ARMA).

Details of the Seizure of Elite Real Estate

Prosecutors from the Pechersk District Prosecutor’s Office in Kyiv submitted the relevant petition to the court. According to the investigation materials, the apartment is located in the residential complex “Klovsky” and has an area of nearly 200 square meters. Its value, according to estimates from the Office of the Prosecutor General, is about 700 thousand US dollars.

The investigation established that the apartment belonged to a Russian oil businessman who is on the sanctions list of the National Security and Defense Council. The property was registered through intermediaries. After the sanctions were imposed in May 2023, the apartment was re-registered to a controlled person to avoid seizure.

Sanction Evasion Schemes and Further Actions

“According to the investigation, the entrepreneur managed the activities of several companies involved in the supply of petroleum products, including diesel fuel, from the Russian Federation to Ukraine. To circumvent the sanctions, documents were used indicating that the products allegedly belonged to companies registered in the UAE,” the prosecution notes.

The name of the businessman is not officially disclosed. According to the agency, sanctions were imposed on him due to his support for the armed aggression of the Russian Federation against Ukraine.

Currently, the seized property has been transferred to ARMA for the preservation of evidence and to prevent the removal of assets outside Ukraine.

Additionally, in November 2025, prosecutors initiated the transfer of other assets related to the activities of the private military company “Redut” to ARMA: a commercial property and a land plot with a total value of over 2 million hryvnias.
