EU and ILO Invest €3.8 Million in the Transformation of Ukraine’s Labor Market

The European Union, together with the International Labour Organization, has signed a cooperation agreement worth €3.8 million to support the transformation of Ukraine’s labor market. The aim of this new initiative is to deepen social dialogue, modernize labor relations, and stimulate youth employment through preparations for the implementation of the European program “Youth Guarantee.” The project is titled Promoting Inclusive Labour Market Governance Reform in Support of Ukraine’s Reconstruction and EU Accession and will last for three years.

Facilitating Recovery and European Integration

As part of this partnership, the EU has reaffirmed its consistent support for Ukraine in the process of rebuilding the country and advancing towards EU membership. The project aims to create an inclusive and resilient labor market that meets European and international labor standards, as well as to strengthen institutions and expand opportunities for workers of various categories.

“The European Union steadfastly supports Ukraine on its path to EU membership and post-war recovery,” said Katarina Maternova, EU Ambassador to Ukraine, adding: “Through this project, we are contributing to the creation of a more inclusive and resilient labor market—one that expands opportunities for workers, strengthens institutions, and meets European and international labor standards.”

Support for Employment and Social Integration

According to estimates by the International Labour Organization, approximately 8.7 million additional workers will be needed for the comprehensive recovery of Ukraine. The implementation of the project is focused on developing reforms and integrating youth, women, internally displaced persons, people with disabilities, and veterans into the labor market. This approach will contribute to the formation of an inclusive employment policy that meets the current needs of Ukrainian society and the requirements of European integration.
