EU Allocated €6.9 Billion for Projects in Ukraine through UIF in 2025

In 2025, the European Union allocated funding of €6.9 billion to Ukraine under the Ukraine Investment Framework (UIF). As noted by the Ministry of Economy, these funds were distributed between the public and private sectors: 58% were directed towards state significance projects, while 42% went to private business initiatives.

Investments in the Private Sector and Green Energy

From the UIF investments, the private sector received funding for the development of green technologies, including the construction of wind power plants and a biofuel production facility. Additionally, in 2025, support for agro-processing was initiated, including a project for the production of soybean protein. Significant attention was given to small and medium-sized enterprises, which gained access to resources through financial inclusion programs involving Ukrainian partner banks.

UIF Plans for 2026

In 2025, the UIF governing board approved funding for over 20 programs from international financial institutions (IFIs) totaling approximately €3 billion. The launch of these projects is scheduled for 2026, promising further expansion of investment support for Ukraine.

The UIF serves as a key mechanism of the Ukraine Facility program, initiated by the European Union to attract investments for the recovery of the Ukrainian economy during and after the war. This initiative aims to mobilize over €40 billion in public and private investments through grants, loans, guarantees, and technical assistance.
