President Volodymyr Zelensky addressed the Verkhovna Rada with a bill regarding the ratification of an agreement between Ukraine and the European Union for a loan of up to 90 billion euros. This document is intended to approve the loan agreement and a memorandum of understanding regarding macro-financial assistance for Ukraine.

Structure of assistance and its purpose
The agreement defines the framework for attracting financial resources that Ukraine will be able to receive in 2026–2027 to support the state budget and strengthen defense capabilities. The total amount of assistance for 2026 will be up to 45 billion euros, which will be divided into two main components:
- Defense sector – up to 28.3 billion euros will be allocated for the purchase of weapons and the development of defense industrial potential;
- Budget sector – 16.7 billion euros is designated to ensure macro-financial stability and cover the state budget deficit.
The budgetary part of the assistance includes two instruments: up to 8.35 billion euros will be received directly by Ukraine as macro-financial assistance, and another up to 8.35 billion will be provided through the Ukraine Facility mechanism.
Conditions for payments and stages of funding provision
The memorandum of understanding details the procedure for allocating macro-financial assistance for the budgetary direction. According to the content of the memorandum, payments will be made in three tranches of 3.2 billion, 3.7 billion, and 1.45 billion euros.
Each tranche has its conditions for receipt. The first includes, in particular, the introduction of bills to abolish tax benefits for international parcels and taxation of digital platforms, which are currently not supported by the Verkhovna Rada. The second tranche will be possible after the approval of these documents, and the third – on the condition of implementing a reform of the preferential tax regime.
