Zelensky Imposes Sanctions Against Mindich and Tsukerman: Asset Freezing and Privatization Ban

The President of Ukraine, Volodymyr Zelensky, has signed a decree to impose personal sanctions by the National Security and Defense Council against Timur Mindich and Alexander Tsukerman, citizens of Israel. The sanctions include the revocation of state awards, complete asset freezing, and a ban on receiving any kind of honors.

Restrictions on Licenses, Privatization, and Assets

The document stipulates the complete cessation of licenses and special permits, a ban on participation in the privatization and leasing of state property, as well as the use of radio frequency spectrum and electronic communication services for the mentioned individuals. Restrictions are imposed on transactions involving securities, increasing the charter capital of related companies, and a ban on participation in public and defense procurement.

Additional Sanction Measures

The sanctions include a ban on the entry of foreign vessels and aircraft, additional control measures in the fields of ecology and security, complete cessation of joint projects, as well as a ban on the transfer of technologies and intellectual property rights. Separate restrictions are established on the acquisition of land plots.

The “duration of application” is stated as “indefinitely; three years”. The decree comes into effect on November 13, 2025.
