Zelensky and Syvyrenko Discussed Funding for Regional Resilience and Road Repairs

President Volodymyr Zelensky announced the approval of resilience plans for Ukraine’s regions. In his evening address, he noted that these plans must be fully implemented and supported by appropriate financial resources.

Financial Support and the Role of Partners

Zelensky emphasized that securing funding largely depends on Ukraine’s international partners. He particularly highlighted the importance of obtaining a loan of 90 billion euros, which was previously agreed upon by the European Union.

“Europe’s word must work. Regardless of the diplomatic situation or any challenges in the world, our regions must be prepared for the next winter just as they learned from last winter.”

Additionally, the president stressed the serious responsibility placed on regional authorities and communities in carrying out these tasks.

Condition of Roads in Frontline Regions

Zelensky specifically focused on the need to improve road conditions, especially in frontline areas and those settlements where the evacuation of the wounded is carried out and military logistics are supported. He underscored that the defense of the state remains the main priority and added that Russia is not preparing for peace, so Ukraine must ensure reliable protection.

Prime Minister Yulia Syvyrenko previously announced the allocation of 12.6 billion hryvnias from the budget for 2026 for the repair and maintenance of public roads. Of this amount, 4.6 billion hryvnias is directed towards current works.

Syvyrenko also added that an additional 3 billion hryvnias is being allocated from the state budget’s reserve fund for urgent current repairs of state roads with high traffic intensity. According to her, repairs on international roads are planned to be completed by May 1, and all major works by June 1.

Separately, the Prime Minister emphasized that these funds will be directed towards patch repairs of highways in frontline regions and on public roads with high traffic loads.
