In Ukraine, there is an opportunity for a specific category of retirees living in rural areas to be completely exempt from paying for housing and utility services, as well as solid and liquid fuel and liquefied gas. This right is granted in accordance with the legislation and depends on a number of conditions.

Who is eligible for a full discount
Retirees who can receive a 100% discount on utility payments must:
- live in rural areas and have not changed their place of residence after retirement;
- have confirmed work experience of at least three years in one of the specified fields;
- at the time of retirement held positions included in the approved list of privileged professions;
- have an average monthly income for the last six months per person not exceeding 4,240 UAH.
Among the professions that qualify for this benefit are:
- educational workers;
- medical and pharmaceutical workers;
- plant protection specialists;
- museum and library workers;
- employees of state and municipal cultural and educational institutions in the field of culture.
Please note that the benefit is granted only to the retiree themselves and does not extend to their family members. The benefit is valid until the end of the calendar year and can be renewed through an annual reapplication.
How to apply for the benefit and where to turn
To receive the discount, it is necessary to submit an appropriate application and documents confirming work experience, profession, and income level. You can apply:
- in person at the service center of the Pension Fund or through authorized local authorities;
- by mail to the address of the Pension Fund of Ukraine;
- online through the official web portal of electronic services of the Pension Fund of Ukraine, the mobile application “Pension Fund,” or the “Diia” portal.

The benefit applies exclusively to those retirees who meet all the specified criteria. To avoid losing the right to the discount, it is necessary to renew the application annually and submit current documents.
