Which foreign companies have already opened arms production in Ukraine in 2025

In 2025, Ukraine is actively developing its own defense industrial complex with the involvement of leading global arms manufacturers. Currently, at least eight foreign companies have already opened or announced plans to open their production facilities in the country. This encompasses a wide range of activities—from research, assembly, and repair to full-scale production of armored vehicles, artillery, ammunition, strike drones, small arms, and air defense systems.

Which foreign manufacturers are already operating in Ukraine

  • Atlas Aerospace (Latvia) — since 2023, a development and research center for light drones has been operational.
  • Rheinmetall (Germany) — in June 2024, a workshop for the repair and production of armored vehicles was opened. A production line for ammunition is expected to launch in 2026, followed by the production of air defense systems.
  • Colt CZ (Czech Republic) — in December 2024, licensed assembly of NATO-standard assault rifles was established. The company intends to replace all Soviet-era rifles in Ukraine with Bren 2.
  • KNDS Deutschland (Germany) — since January 2025, a facility for the repair and maintenance of military equipment has been operating.
  • Roshel (Canada) — since March 2025, production of armored vehicles has been in operation.
  • Baykar (Turkey) — is completing the construction of a factory for the production of Bayraktar strike drones, with launch planned for August 2025.

Plans for new investments in the Ukrainian defense sector

  • Northrop Grumman (USA) — announced plans to launch production of medium-caliber ammunition.
  • BAE Systems (United Kingdom) — plans to create a service for the maintenance and localization of artillery system production, including the M777.
